The conference “Interprovincial Consultation between Phong Nha – Ke Bang National Park and Hin Nam No” is organized by IUCN at Blue Diamond Retreat in Quang Binh

On September 15, 2022, a conference was organized by IUCN, Phong Nha-Ke Bang National Park, and Oxalis Adventure, with the approval of the People’s Committee of Quang Binh Province. The purpose of the conference was to introduce the Cross-Border Management Framework between Phong Nha-Ke Bang and Hin Nam No national parks to the Vietnamese and Lao authorities. In addition to the introduction, the conference facilitated a consultation between the provinces of Quang Binh and Khammouane to finalize the Framework. The event also included the signing of a memorandum of understanding between Oxalis Adventure (Vietnam) and Green Discovery (Laos). The conference took place at the Blue Diamond Retreat, a campsite known for its convenient facilities and unique meeting spaces, located in Xuan Trach commune, Bo Trach district, Quang Binh province, Vietnam. It is situated approximately 20 minutes drive from the center of Phong Nha town and 50 minutes drive from Dong Hoi city.

Phong Nha-Ke Bang National Park, located in Quang Binh Province, Vietnam, has been recognized by UNESCO as a World Natural Heritage Site twice, for its exceptional global values in geology, geomorphology (2003), and biodiversity (2015). The park shares a continuous limestone system with Hin Nam No National Park, forming a border between Vietnam and Laos.

Hin Nam No National Park is currently in the process of finalizing its application for World Natural Heritage status. It aims to become an extension of the Phong Nha-Ke Bang World Natural Heritage Site. If successful, this will be Laos’ first World Natural Heritage Site. The combined area of Hin Nam No and Phong Nha-Ke Bang will cover 217,000 hectares, forming one of the largest Karst (limestone) conservation areas in the world.

As part of the application process, a cross-border management framework developed by IUCN is required due to the cross-border nature of the extension. Having a common management mechanism for the two national parks is crucial for information exchange, sharing experiences in forest protection patrols, developing livelihoods, effectively protecting the Outstanding Universal Values (OUV), and promoting tourism.

During the conference, a technical discussion took place in the morning of September 15, 2022, between the provinces and the national parks. The focus was on the final draft of the Cross-Border Management Framework, with particular attention to the institutional structure necessary for effective management of the protected areas. In the afternoon, as part of the workshop, a memorandum of understanding was signed between Oxalis Adventure (Vietnam) and Green Discovery (Laos) to foster collaboration in tourism activities between the two countries.

The conference was attended by 40 people, including representatives from government agencies at all levels of Quang Binh and Khammouane provinces. This included departments and ministries responsible for cultural heritage in Vietnam and Laos, representatives of the UNESCO Committees of Vietnam and Laos, the management boards of Phong Nha-Ke Bang and Hin Nam No national parks, IUCN representatives, as well as Oxalis Adventure and Green Discovery Laos.
